Cookie Policy
Chapter 1
GENERAL PROVISIONS
1. This Regulation on the cookie processing policy (hereinafter referred to as the Regulation) has been developed in compliance with the requirements of the Law of the Republic of Belarus dated May 7, 2021 N 99-З “On the protection of personal data”. Its application is one of the measures to protect the personal data of users of the website www.palace.by (hereinafter referred to as the Site), the owner of which is the Palace of the Republic (220030, Minsk, Oktyabrskaya sq. 1-1) (hereinafter referred to as the Operator).
2. The Regulation explains to the users of the Site how and for what purposes the Operator processes cookies and how users can control the processing process.
3. Concepts and definitions used in this LPA:
- cookies are small strings of data that are transmitted to the user’s device browser when visiting the Site and with the help of which the Site remembers a number of details about the user and his device, such as personal preferences and user settings;
- IP address – a unique address that identifies a device on the Internet;
- browser – application software for viewing web pages;
- web analytics tools – web resources that collect, in particular, the following information about user behavior on the Site: the number of unique users, the time the user spends on the Site, the depth of page views, transitions within the site, user actions;
- site user – an individual using the Internet who has visited the Site to perform any actions;
- session on the Site – the time interval during which the user interacts with the Site from the moment of transition to the Site until the end of the browser session;
- device – a computer, mobile phone or other device of the user from which the Site is accessed.
The terms “personal data” and “personal data subject” are used in the meaning defined by the Law of the Republic of Belarus of May 7, 2021 N 99-З “On the Protection of Personal Data”.
4. The operator processes cookies in order to:
- ensure the safety of the Site users;
- ensure the correct functioning of the Site;
- collect analytical information about user interaction with the Site to improve the user experience.
Cookies are not used to identify a specific user of the Site.
Chapter 2
COOKIES USED AND USER INFORMATION OBTAINED THROUGH THEM
5. The operator processes the following types of cookies:
5.1. Technical cookies.
Allows for the correct functioning and safe use of the website. Such cookies do not store user information for marketing purposes. The operator does not transfer them to third-party analytical systems.
5.2. Functional cookies.
They are used to personalize the user experience in response to user actions (they are saved after the user first defines the site theme, language, location, etc. settings).
5.3. Analytical cookies.
Analytical cookies allow us to collect information about the Site user and the pages they visit, identify hardware or software, and collect information about how the user interacts with the Site.
6. The list of cookies used by the Operator with their description and storage periods is provided in Attachment 1, which is an integral part of the Regulation.
7. When processing cookies, the following information about the user (related to the user) may be obtained:
- information about the pages of the Site that the user visited;
- the number of visits to the Site by the user during the month;
- information about the operating system and browser used by the user’s device;
- IP address;
- duration of the session when visiting the Site.
The operator collects this information in accordance with the purposes specified in paragraph 4 of the Regulation.
Chapter 3
LEGAL BASIS FOR PROCESSING COOKIES
8. To ensure the full and correct functioning of the Site and its safe use, technical cookies are required. The Operator processes them regardless of the user’s consent.
Such cookies cannot be disabled using the functionality of the Site. However, the user can do this through the browser settings (relevant instructions are specified in paragraph 10 of the Regulation). If technical cookies are disabled, the Operator does not guarantee the correct operation of the Site.
9. For other cookies (functional and analytical), the Operator requests the Site user’s consent to processing. For these purposes, an information banner with the following options pops up on the Site:
- accept all cookies. By clicking on the corresponding button, the user agrees to the processing of functional and analytical cookies;
- reject all. By selecting this option, the user prohibits the Operator from processing any cookies except technical ones.
Completely disabling cookies will make the work on the Site less convenient. In particular, without functional cookies, the user will have to set the language and theme of the Site, specify their location each time they visit the Site. Disabling analytical cookies will not allow the user’s experience with the Site to be taken into account to improve the user experience;
configure cookies. By clicking on the corresponding button, the user goes to the settings, where he can allow the processing of specific cookies.
Once the cookie storage period has expired, the information banner will be shown to the user again.
10. The User has the right to change their choice regarding consent to the processing of cookies at any time. Cookie settings can be set in the relevant section of the Site, the link to which is located at the bottom of the main page of the Site.
The user can also manually clear the device and/or refuse the use of cookies through the browser configuration settings.

When visiting the Site in “incognito” mode, some types of cookies are not saved.
Chapter 4
ASSISTANCE IN THE EXERCISE OF RIGHTS RELATED TO THE PROCESSING OF COOKIES
11. The User has the right to contact the Operator for assistance in exercising their rights on issues related to the processing of cookies in one of the following ways:
- personally;
- by sending a written application by mail to the address: 220030, Minsk, Oktyabrskaya sq. 1-1;
by sending an application in the form of an electronic document containing the electronic digital signature of the personal data subject to the e-mail address: office@r.palace.by.
12. For assistance in exercising rights, the personal data subject may also contact the person responsible for implementing internal control over the processing of the Operator’s personal data by sending a message to the e-mail address: office@r.palace.by.
Chapter 5
FINAL PROVISIONS
13. The Regulation comes into force from the date of approval by the Director of the Operator.
14. The current version of this Regulation is freely available on the Website.
15. The operator has the right to unilaterally make changes and additions to the Regulations at any time.
16. Issues concerning the processing of personal data that are not regulated by the Regulation shall be resolved in accordance with the legislation of the Republic of Belarus.
