By Order of the Administrator of the President of the Republic of Belarus dated May 13, 2023 No. 67 “On residential premises in a dormitory,” the Palace of the Republic is assigned the following residential premises in dormitories located under the operational management of the state institution “Main Economic Directorate” of the Administrative Office of the President of the Republic of Belarus: in the building on the street . Tolbukhina, 3 in Minsk, block 203; in a building on the street. Mogilevskaya, 39 in Minsk, rooms 505а, 509а, 711б.
The registration of workers wishing to receive residential premises in a dormitory and the provision of residential premises in a dormitory in the Palace of the Republic is carried out in accordance with the Regulations on dormitories, approved by Resolution of the Council of Ministers of the Republic of Belarus dated 04/05/2013 No. 269 (hereinafter referred to as the Regulations on dormitories).
Registration of employees wishing to obtain residential premises
Employees of the Palace of the Republic (hereinafter referred to as employees) who wish to receive residential premises in a dormitory are registered upon application in accordance with housing legislation and the collective agreement, based on the decision of a commission created by order of the director (hereinafter referred to as the commission). The commission includes representatives of the employer and the trade union committee. The decision is made by the commission with the participation of the public commission on housing issues established in the Palace of the Republic.
Acceptance of citizens wishing to receive residential premises in a hostel is carried out on the basis of written applications submitted by them to the director of the Palace of the Republic in the form according to Appendix 1, if there are grounds established by law and (or) a collective agreement.

The application and submitted documents are checked by an employee of the Palace of the Republic, who is entrusted with the responsibility of keeping records of workers wishing to obtain living quarters in a dormitory (hereinafter referred to as the responsible person), and is registered in the book of registration of applications of citizens wishing to obtain living quarters in a dormitory.
If necessary, the employee’s living conditions can be examined. The results of the examination are documented in a document in any form.
An application for registration of those wishing to obtain residential premises in a dormitory is considered within 1 month from the date of submission of the application.
The employee is informed of the decision in writing. The decision to register indicates the date the employee was registered, and the decision to refuse to register indicates the grounds for refusal.
Employees are considered to be registered as wishing to receive residential premises in a dormitory from the date of filing an application for admission to such registration if they have grounds for obtaining residential premises in a dormitory.
If applications are submitted by several employees on the same day, they are included in the lists of those wishing to receive housing in a dormitory in the order of registration of applications.
A refusal to register a citizen wishing to obtain residential premises in a dormitory may be appealed in the manner prescribed by the Law of the Republic of Belarus “On the Fundamentals of Administrative Procedures”.
Registration of employees wishing to receive housing in a dormitory is carried out by maintaining lists in the prescribed form.
Employees who, in accordance with paragraphs 21 and 22 of the Dormitory Regulations, have the right to receive residential premises in a dormitory out of turn or in the first place, are included in separate lists.
The inclusion of citizens in these lists is indicated in the decision to register.
Employees whose right to receive living quarters in a dormitory out of turn or first arose during the period of their being registered as workers wishing to receive living quarters in a dormitory are included in separate lists from the date of filing an application and submitting documents confirming such a right.
If citizens no longer have a reason to be registered on separate lists, they are subject to exclusion from these lists, but retain the right to be registered for those wishing to receive housing in a hostel on a general basis if they have this right.
For each employee registered and wishing to receive housing in a dormitory, an accounting file is opened by the responsible person. All documentation is stored as strict reporting documentation.
Employees are removed from the register of those wishing to receive housing in a dormitory in the following cases:
Removal of workers from the register wishing to obtain housing in a dormitory is carried out by decision of the commission with the participation of the public commission on housing issues. The employee is informed of the decision in writing within ten days, indicating the reasons that served as the basis for deregistration.
The right to register for those wishing to receive housing in a dormitory is reserved for citizens in the following cases:
referrals from a state organization for education – throughout the entire period of education.
Providing residential premises in a dormitory
Residential premises (parts thereof) in the dormitory are provided to employees of the Palace of the Republic who need improved housing conditions and are registered as wishing to receive residential premises in the dormitory, in order of priority based on the time of registration by decision of the commission made with the participation of the public commission on housing issues.
Residential premises in the dormitory, which are assigned to the Palace of the Republic by order of the Administrative Director of the President of the Republic of Belarus, are provided to employees as they are released and after receiving approval in the prescribed manner from the Administrative Department of the President of the Republic of Belarus.
The following have priority rights to receive housing in a dormitory:
The Palace of the Republic notifies the employee who is registered as wishing to receive living quarters in a dormitory about the provision of living quarters in a dormitory. An employee who has been allocated residential premises in a dormitory must, within ten days from the date of receipt of the notice, contact the responsible person with an application for the provision of the proposed residential premises in a dormitory or refuse to provide it in writing. Failure to apply within the specified period is considered as the employee’s refusal to provide the accommodation offered to him in the dormitory.
Based on the decision to provide residential premises in a dormitory, the state organization in charge of the dormitory enters into a rental agreement with the employee.
A copy of the concluded residential rental agreement is provided by the employee to the Palace of the Republic to the responsible person.
If circumstances arise that constitute grounds for vacating residential premises in the dormitory, the employee is obliged to immediately notify the responsible person.
When leaving work from the Palace of the Republic, the employee is obliged to vacate the residential premises no later than the date of dismissal (including deregistration), register at the new place of residence and make full payments for the use of the residential premises (utilities, etc.).
